Early January 2024, Mr. Jacobs assessed our building which is listed on the municipal monument list. In the municipality of Maasgouw there are 118 municipal monuments, and our building is one of them. Mr. Jacobs did not include a municipal monument as a reference property in his assessment. This is evident from the outcome of his assessment, which is lower than that prepared previously in 2011. Furthermore, there were inaccuracies in the appraisal report. For example, it states that there has been no deterioration, while he himself took a photo of it. Since 2011, the average increase in homes has been 34%. Therefore, I requested the NVM to arrange for a recognized appraiser who is capable of properly assessing monuments. In the response from the NVM, Sjoerd Jacobs was not listed! Therefore, in that same year, I requested a reassessment by an appointed assessor who, according to the NVM, has experience in assessing municipal monuments. In September 2024, an appraiser recognized by the NVM assessed our building €150,000 higher than that of Mr. Jacobs. As a result, the tariff class with the bank decreased by more than 25%. I cannot imagine that such a large deviation would be qualified as correct by the NVM.
Dear Mr. Ypeij, Thank you for sharing your feedback. I appreciate your honest comment about the formatted appraisal report and find it unfortunate to hear that the appraisal report did not meet your expectations. In the context of due process, I would like to respond to your review: After formatting the appraisal report in January 2024, we have already corresponded about this. In my opinion, you cannot compare the outcome of an appraisal report from 2011 with an appraisal report from 2024. A lot more goes into that than just a percentage increase in value. You also state that I did not use reference properties that are also on the municipal monument list. That is correct. I based my valuation on the current usage of the property, namely retail/business space on the ground floor and residential function on the upper floors. My chosen references all have (former) residential/retail functions located very close to the appraised property. You requested a reassessment from an appraiser who supposedly has knowledge and experience in assessing monumental buildings. However, in the review of this appraiser, I read that you are sorry that this appraiser also did not choose municipal monuments as references… so actually the same reproach that you give me … that seems strange to me! Then the difference in value between the two appraisers. Both appraisal reports were validated by the NWWI. The NWWI has determined that there is a large difference in value between the two appraisal reports and has asked both appraisers for further explanation, which I have cooperated with. The NWWI assessed the explanations of both appraisers and concluded that both appraisal reports meet all requirements. A major difference lies in the underlying assumptions of both appraisers but also in the fact that my appraisal report dates from January 2024 and that of my colleague appraiser from late October 2024. A difference of just over 10 months, during which time the housing market has changed significantly and certainly to your advantage. My expertise will certainly not be lacking, I assess approximately 200 to 250 properties annually, for more than 25 years, from large to small. Nevertheless, I am glad for you that the second appraisal report meets your expectations more than my appraisal report. Hopefully you can now close this chapter. Sincerely, Sjoerd Jacobs
